[pdftex] Stymied making fmt files for pdftex 1.11a

"tex.fmt" is not generated, only "plain.fmt". If you want to
change "plain.log" and "plain.fmt" to "pdftex.log" and "pdftex.fmt",
use option "-jobname=pdftex".

PS: If you only want to regenerate the format files, then Martin's
    advice (fmtutil) is easier to use.
