which package is loaded \AtBeginDocument?

The documentation says:

> The options can be set either in the optional argument to the
> \usepackage command, or using the \hypersetup macro. 

\usepackage[backref]{hyperref}

works, but not:

\usepackage{hyperref}
\hypersetup{backref=true}
