There isn't a (free) pdf-oriented tool for doing this AFAICT.

There're two fairly recent CLI tools for doing this w/ PostScript though:

mpage - http://www.mesa.nl/pub/mpage/
impose+ - http://imagic.weizmann.ac.il/dov/freesw/impose+/

so you could just pipe through pdf2ps using one of those.
