[pdftex] naive question regarding concatenating pdfs

your initial mail states that your pdftex is version 0.13d. This
is much older than too old. This applies also to the texexec version.
I really do not understand why Linux distributions still include
this very old teTeX 1.0.7.

You should take TeXLive7 and update your TeX system.
