[OzTeX] \usepackage{color}

Using the tag   {\color{blue} Paragraph text.} just colors the first 
letter of "Paragraph text."

Your other suggestion to select "prescan color \specials" works 
great. There was no apparent slowdown on my 600 MHz G4 with Tiger 
when I did this.
