Well, after all /usr is the OS own turf and it’s right not to honor symlinks that are not supposed to be there in the first place, like /var or /tmp.  From this point of view /usr/texbin does not make a lot of sense. One can have endless discussions about putting stuff in /usr/local but in /usr is not a  wise decision—IMHO, of course.
