But taps aren't identical to clicks in all other applications. Assuming "Tap to click" is selected in the Trackpad preferences, then tap-release is the same as click-release (or at least I think it is), but tap-hold is definitely not the same as click-hold. For example, in TextEdit, click-hold-drag selects text, but tap-hold-drag does nothing by default.

The "Enable Dragging" preference changes this; it seems to make double-tap-hold equivalent to click-hold. So with that setting set I can double-tap-hold-drag in TextEdit to select text.

Since the magnifier lens in TeXShop relies on click-hold (assuming we're talking about the same thing), it doesn't surprise me that tap-hold doesn't work by default. But if I enable the "Enable Dragging" setting, then double-tap-hold works correctly in TeXShop.

It works for me, same setup. Are you doing a double-tap-hold? It can be a little finicky if you bounce on the second tap.
