Right, TeXShop itself isn't, but there are plenty of things on CTAN that are support scripts etc. for other independent TeX related applications. It's not just for packages.

Right, and that's a good thing, which we all appreciate. I'm just saying that making it available on CTAN would also be helpful.

As far as I know there are no real restrictions on what goes on CTAN. (There are for what is included in TeXLive, but that's separate from CTAN.)
For example, your applekeys package is of use, (even to non-Mac users, I would think).
The fact that a limited number of people might use the stuff I don't think is a reason not to put it on CTAN. I maintain a thesis class for my university, and it's up on CTAN, because that's where people will find it most easily.
Since as you note, your public.me.com account will disappear soon, CTAN would be a perfect spot for your stuff, and free server space to boot.
