Fink and MacPorts offer XCircuit 3.4, Fink has the XCircuit-testing  
(3.6.140) package.


The problem can be in Snow Leopard's Wish.app, part of TclTk, it can  
be in XCircuit. You could try to invoke tlmgr with the --gui option.  
Then tlmgr with launch in X11 as a TclTk window. If it fails similarly  
then it's likely that SL's TclTk is faulty.
