[OS X TeX] Problem with \textsc{}

some questions

\usepackage[T1]{fontenc}

fix the problem perfectly, but only if I use cmr, but if I'm using lmr (\use
package{lmodern}) doesn't fix the problem....

in teh other hand which is best to use cmr or lmr... I read it in som eplace
that is better lmr than cmr, is it true?
