In the Finder use the Go->Go to Folder... (Shift-Cmd-G) command and put in /usr/local/texlive/texmf-local/ (if you pause along the way some of the line will automatically be filled in for you!).

The same works for /usr/local/bin/. (Note you wrote .usr/... not /usr/...)
