If you open http://mirror.ctan.org/systems/texlive/tlnet/2008 in a browser,
it gives a 404.  I guess the multiplexer at Winnipeg is broken somehow, so I
just sent a message to the webmaster.

If you desperately need an update, switch to a fixed mirror in TLU
preferences temporarily.
