It is not really that obvious, given the many options in memoir.  
However, if you are using Texshop, its memoir template includes \  
tableofcontents*. For more formatting commands, try the "Memoir  
Cutomise" from Texshop's templates. Then, of course, there's the  
(pretty hefty) manual.
