Herb is right; you can use tlmgr in TL 2008 to change paper size and list packages, but not much else.  The 2008 repository was removed to save disk space on CTAN nodes, I believe.  At any rate, it's gone and you'll get a variety of error messages when trying to use tlmgr in TL 2008.
