[OS X TeX] tlmgr and proxies

tlmgr uses the binary installed in
/usr/local/texlive/2008/tlpkg/installer/wget/ with the universal-darwin
suffix. You need to persuade that version to use your config or else
change the config file it already uses (if security isn't an issue).
