This is exactly why I am very reluctant to have DarwinPorts or similar s/w

tlmgr calls for perl. Your perl runs from darwinport installation and looks for
TeXLive/TLPOBJ.pm in the corresponding path. In fact it is here


/usr/local/texlive/2008/tlpkg/TeXLive/TLPOBJ.pm


try to explain your perl where to look. How? I don't know. Or try to
copy this file to one of the listed directories.
