I thought exactly the same, before checking. Here's the result of a  
quick test, typesetting the same input file (nfssfont.tex) in five  
different ways:

- pdfTeX -> PDF 1.4 output

- TeX + dvips + ps2pdf (Ghostscript's distiller) -> PDF 1.3 output

- TeX + dvips + pstopdf (Apple's distiller) -> PDF 1.3 output

- XeTeX + xdv2pdf -> PDF 1.3 output

- XeTeX + xdvipdfmx -> PDF 1.4 output

A mess, really!

Following are the gory details, as reported by pdfinfo from xpdf.  
Oddly, ps2pdf and xdv2pdf tag the file with incorrect creation and  
modification times (two hours earlier than actual time). I wonder  
where they get the time from (some Unix environment variable, I  
imagine).
