  ps2pdf  is meant to be customisable.

You can edit it to use any of  ps2pdf12  ps2pdf13  ps2pdf14 ,
and presumably in future there'll be  ps2pdf15  and perhaps others.

It's mostly backwards compatibility that dictates  ps2pdf13  be default.
If you are sure that higher versions of PDF are properly supported
at least for the documents that you produce, then you can change it.
