If you have saved the file once in TextEdit, Quick Look will displayed  
it correctly. See
<file:///Developer/Examples/AppKit/TextEdit/README.rtf>


Alternatively set the attribute manually.

xattr -w com.apple.TextEncoding UTF-8 <file-path>
