I'll grant you that, but of course, that's about as compelling a  
reason for disallowing unmodified shortcut keybindings as Leviticus  
is a reason for criminalizing the consumption of shellfish. :-)

True, though the unmodified arrow keys in Preview.app conveniently  
default to "Next" and "Previous" if there is no horizontal scrollbar,  
so even Apple shows some flexibility on this score.  If they'd really  
hewn to the Doctrine of Modified Shortcut Keys, they would have just  
disabled the arrow keys in the absence of a horizontal scrollbar.
