[OS X TeX] removing local additions from texlive distr

By seeing the directories (empty for now):

/usr/local/texlive/texmf-local/tex/latex
/usr/local/texlive/texmf-local/tex/plain

I am trying to guess that these are the subdirectories for latex 
(tex) packages that are not included in the TeXLive distributions; and 
that, perhaps, font or language packages (like bgtex) should be placed in
/usr/local/texlive/texmf-local/tex/generic
But is this so...
