I think you should just reproduce the structure from texmf.gwtex
inside texmf-local, directory by directory. Namely:

/usr/local/gwTeX/texmf.gwtex/doc/fonts/gtamacfonts/ -> /usr/local/
texlive/texmf-local/doc/fonts/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/fonts/afm/gtamacfonts/ -> /usr/local/
texlive/texmf-local/fonts/afm/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/fonts/enc/dvips/gtamacfonts/ -> /usr/
local/texlive/texmf-local/fonts/enc/dvips/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/fonts/map/pdftex/gtamacfonts/ -> /usr/
local/texlive/texmf-local/fonts/map/pdftex/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/fonts/tfm/gtamacfonts/ -> /usr/local/
texlive/texmf-local/fonts/tfm/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/fonts/truetype/gtamacfonts/ -> /usr/
local/texlive/texmf-local/fonts/truetype/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/fonts/vf/gtamacfonts/ -> /usr/local/
texlive/texmf-local/fonts/vf/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/tex/context/gtamacfonts/ -> /usr/local/
texlive/texmf-local/tex/context/gtamacfonts/
/usr/local/gwTeX/texmf.gwtex/tex/latex/gtamacfonts/ -> /usr/local/
texlive/texmf-local/tex/latex/gtamacfonts/

And then run mktexlsr (= texhash).

Actually, you don't need to worry about .map files: they are loaded
on-the-fly by the LaTeX packages, which start with:

\pdfmapfile{+gtamacfonts.map}

This was actually written in texlive.configure:

> $foundgtamacfonts = 1;
> print "### ${PROGNAME}: Disabling gtamacfonts.map (map is loaded by
> sty files)\n";
> pkgsystem( "${updmapcmd} " . '--nohash --nomkmap --disable
> gtamacfonts.map >/dev/null 2>&1 </dev/null');
> $dorunupdmap = 1;

But given my (non-existent) knowledge of Perl, I hadn't paid enough
attention. (And I didn't even know TeX input files such as
gtamacbaskerville.sty could load .map files in pdfTeX thanks to
\pdfmapfile.)

Hope this works this time,

Bruno
