Following an off-list clarification by Dick Koch, here's what seems
to be happening.

The problem only appears for people who have installed gwTeX using i-
Installer, *before* installing MacTeX: during installation, the
folder /Applications/TeX has been created by i-Installer, to hold the
application "TeX Distribution Helper" (aka TeXDistTool.app). However,
this folder has been created with permissions drwxr-xr-x rather than
drwxrwxr-x.

Now, when MacTeX is installed afterwards, it respects the original
permissions defined by i-Installer. Which seem to explain the setting
observed in my case and in a few others. Compare for example:

drwxrwxr-x 6 root admin 204 Aug 24 2006 AppleScript
drwxrwxr-x 17 brunovoi admin 578 Feb 14 09:57 Microsoft Office
2004
drwxr-xr-x 14 root admin 476 Feb 13 09:14 TeX
drwxrwxr-x 51 root admin 1734 Feb 13 09:14 Utilities
drwxrwxr-x 4 root admin 136 Sep 29 10:56 iWork '06
