Not directly. Sips uses resources of Mac OS X, frameworks. And so
does Preview. Therefore both can handle similiar graphics formats.

The command 'otool -L <programme name> | sort' (where programme name
can also be /Applications/<Application>.app/Contents/MacOS/
<Application>) will reveal which frameworks or libraries a programme
or application uses. Preview, which has to use Carbon, Cocoa, OpenGL,
Quartz, ... for display, and sips both use
ApplicationServices.framework, sips also needs
CoreFoundation.framework (to handle byte order or XML) and
QuickTime.framework (to handle graphics containers and compression).
