The difference of course is that ~/Library/Application Support/ is 
specifically set aside as a location where software is *supposed* to 
drop stuff that it needs to maintain on a per-user basis.  The real 
offenders are the Adobe and Microsoft apps that drop stuff in 
~/Documents and similar places that are supposed to be totally under 
user control.
