[OS X TeX] Simple(?) MacTeX question

Why is this? My understanding is that \includegraphics{foo} causes  
foo.pdf to be created on-the-fly (from foo.eps) only if foo.pdf does  
not already exist, therefore, avoiding unnecessary repetition.
