What about MainResources instead of MainFolder and LocalResources or  
CustomResources instead of TexmfLocal

We should choose between TeXPrograms and Programs but avoid both

To follow mac os x guidelines, we must replicate this at each domain  
network, local and user

Moreover, it might be interesting to take into account a /Library/TeX/ 
bin folder to collect extra tools
iTeXMac[2] uses this folder, but it does not require any PATH setup  
for that
I have seen that some TeXShop web pages also refer to that folder but  
I am wondering if this is a typo (for /Library/TeXShop/bin)
Anyway, this folder would allow to extend/override the default behaviour

Finally the PATH should have
ad maxima
...:~/Library/TeX/bin:~/Library/TeX/Programs:/Library/TeX/bin:/ 
Library/TeX/Programs:/Network/Library/TeX/bin:/Network/Library/TeX/ 
Programs:...
ad minima
...:~/Library/TeX/Programs:/Library/TeX/Programs:...

of course any other setup should also reflect this (man?)

I really insist on the user domain because installing a distribution  
in the local domain should not short circuit an already existing  
distribution in a user domain.

I am not fond of the Network part, but it does not cost much at first  
glance
