The most reliable way of defining the \ifpdf switch should be to load
the ifpdf package, and similarly with the ifxetex package for the
\ifxetex switch.

See for TeXLive:

/usr/local/TeXLive/texmf.texlive/tex/generic/oberdiek/ifpdf.sty
/usr/local/TeXLive/texmf.texlive/tex/generic/ifxetex/ifxetex.sty

and for teTeX:

/usr/local/teTeX/share/texmf.tetex/tex/latex/oberdiek/ifpdf.sty
/usr/local/teTeX/share/texmf.local/tex/generic/ifxetex/ifxetex.sty
