Not strange at all, since that file is read before the one in your  
home directory, and with the following lines

>> PATH="/bin:/sbin:/usr/bin:/usr/sbin:/usr/local/bin"
>> export PATH

in your ~/.profile you killed any path settings you might have had  
before.
