A poorly phrased question which conveys inaccurate information.

There's no way however in Word to differentiate between different  
sorts of quotes in a robust fashion, esp. when doing find-replace.  
Similarly, I loathe seeing an opening single quote used 'stead of an  
apostrophe when a bit o' text 'as been left out, and Word has one  
constantly un-doing its ``auto-correction.''

So it's not so much that Word is being dexterous (obstreperous is  
more like it), 'cause you're not supposed to use the single and  
double quote anyway, but the directional ones, “” and ‘’ 'cept that  
if Word doesn't agree with your usage there's no absolute and final  
recourse (comp sci manuscripts submitted in Word are a pain) other  
than not using Word.
