Yes, this typo has been fixed. Other things (like missing 
documentation) have also been fixed. And pdfTeX 1.40 is now available

I wonder how you were able to use the 27/12 i-Package and not get the 
update warning for the 28/12 i-Package.

Yep. i-Installer resists tampering like this. You can get around that, 
but you won't be able to use the digital signature (because that is 
mine).

Just use the updated i-Package.
