[OS X TeX] xelatex format not found after updating TeXLive i-package

I updated the (TUG) TeXLive i-package (not the experimental one)
and now it seems that the xelatex format is not being created during
configuration even though I do select it during configuration (in  
expert mode).
The update moved the install location to
/usr/local/gwTeX.

I tried two more times "Configure only..", without success.
Then I switched back to the TeX i-package by reconfiguring it
(with the xelatex format selected as well)
and reinstalling the xetex i-package. But the same problem arises.

E.g. in "Terminal" :

xelatex test.tex
This is XeTeX, Version 3.141592-2.2-0.995 (Web2C 7.5.5)
kpathsea: Running mktexfmt xelatex.fmt
fmtutil: format directory `/usr/local/gwTeX/texmf.local/web2c' is not  
writable.
I can't find the format file `xelatex.fmt'!

One thing I noticed was that when the installer asks what to configure,
"format selection" and "format creation" are not checked by default.
I checked both of them but only the "Select formats" configuration
window opens, no "format creation" window. In the past, selecting
the formats "xetex" and "xelatex" was enough, "format creation"
happened in the background.

How can I fix this ?
