Afaik: You can hash any tree, even ~/Library/texmf without changing
texmf.cnf. The hash is always used when present. The !! in texmf.cnf only
means that the hash is the *only* way that is used.

Sometimes people accidentally create a hash in ~/Library/texmf after which
the thing becomes `frozen' and new additions are not picked up until the
hash is removed or recreated.
