Yes. See papers on making Type 3 fonts the Polish TeX user's group has 
published.

An alternative is to just use .eps files and stitch them together using 
a virtual font as I did for Zapfino. You don't even have to use Omega 
so long as you don't want more than 8bits worth of characters.

Or you can make a multi-character-glyph font w/ sidebearings set to 
overlap the elements.
