There are several ways to add or change shortcuts, but the simplest 
would be...

1. Quit TeXShop if it is running;

2. Launch Terminal and execute the command below

defaults write TeXShop NSUserKeyEquivalents '{"Previous 
Page"="\UF72C";"Next Page"="\UF72D";}'

(This is a single line)

Attention: it will remove NSUserKeyEquivalents if you have already 
assigned any.
