[OS X TeX] Question: adjusting spacing in the enumerate environment

I tested my command and it works. However, in order to adjust the space 
above the first item (\partopsep) there must be an empty line above the 
beginning of the environment, i.e.,

bala,   bla

\bi

and not

bala,   bla
\bi
