I suspect it's a function of a separate thing, not indicated by any visible version numbers: the configuration used in building the programs for teTeX. But maybe that distinction isn't important for your purposes.

Thanks a lot for the details.  I'm sure the Web2C distinction is sufficient
for my purposes.
