Most computers *can* run 10.3 but many of those still run 10.2. 
Upgrading costs $129. Going to 10.3 would even help me with 
i-Installer, i.e. I would be able to do the proxy stuff. Still, I would 
lose a lot of people if I would force 10.3 usage. I already dropped 
10.1. Currently, I follow the "current and one release down" strategy, 
but maybe with 10.4 I'll keep 10.2 because it works so well as a 
compile environment.

No, most stuff that runs on 10.2 runs perfectly fine on 10.3. 10.2.8 is 
a very good environment, unix-wise.
