It can't, because you need to install ther fonts too:

language/hebrew/cjhebrew
                          cjhblsm.tfm (Feb 18 2004)
                          cjhblsm.vf (Feb 18 2004)
                          cjhbltx.tfm (Feb 18 2004)
                          cjhbltx.vf (Feb 18 2004)
                          cjheblsm.afm (Jun 18 2002)
                          cjheblsm.pfb (Jun 18 2002)
                          cjheblsm.tfm (Feb 18 2004)
                          cjhebltx.afm (Jun 18 2002)
                          cjhebltx.enc (Apr 3 2004)
                          cjhebltx.pfb (Jun 18 2002)
                          cjhebltx.tfm (Feb 18 2004)
                          cjhebrew.map (Feb 18 2004)
                          cjhebrew.sty (Aug 30 09:24)
                          cjhebtst.tex (Feb 18 2004)
                          manual.pdf (Aug 27 2004)
                          rcjhblsm.tfm (Feb 18 2004)
                          rcjhbltx.tfm (Feb 18 2004)

And you need to invoke 'sudo updmap --enable Map=cjhebrew.map'. Then
pdftex could include the Hebrew fonts cjheblsm.pfb and cjhebltx.pfb
into your file, nothing needs to be created (i.e. no PK font files
since it's PostScript).
