OK, I understand what the problem is now.  I have no idea where the 
extra vertical space is coming from and I haven't played with this type 
of setup.  Perhaps it is coming from the report class itself.  Try 
something like:

\titlespacing{\chapter}{0pt}{-50pt}{*1}[0pt]

Of course you can adjust the values to suite your situation.  I also 
find it quite frustrating that a clerk with a ruler has the sole power 
to decide whether or not somebody graduates...
