The best place is in your "local texmf tree", which Gerben has set up 
to be located at
    ~/Library/texmf/

Put files in there mirroring the TeX directory structure you can see in
    /usr/local/teTeX/share/texmf.tetex/

So, for LaTeX classes and packages, put everything in
    ~/Library/texmf/tex/latex/

I keep all the .dtx/.ins/.cls files for each package/class in a 
subfolder in there.

BTW does anyone know if having lots of files in ~/Library/texmf/ slows 
down TeX coz it has to search through the whole lot?
