I've got a concept worked up for something along these lines --- posted 
a fairly lengthy description of it to the Latex3 and tex-fonts lists.

I'm almost done with my TUG2003 paper (finally!), and will hopefully 
find the time to work on this once again.

If anyone has any suggestions for what sort of interface, or 
capabilities they'd like, send me private e-mail.
