\nameref seems to work for me. See

For example:
\newcommand{\seesec}[1]{%
  Section~\ref{sec:#1}:~\textsl{\nameref{sec:#1}}%
}


\subsection{A chapter somewhere} \label{sec:a-label}

... as explained in \seesec{a-label}.
