[OS X TeX] set environment variables for Emacs

Using

(setenv "TEXBIB" ".:/Users/cholak/Library/texmf/bibtex/bib//")

works for the tcsh.  But similar code can be written for bash and code 
to determine which shell is in use.  I think this is the preferred way 
to set these variables in this case.
