Well, you could re-write Geometry.sty for use with Plain TeX.

Actually, doesn't one of the crop marks packages on CTAN work with both 
LaTeX and Plain? Maybe it'd be suitable for this sort of thing.

Before I switched to LaTeX, I had a little collection of files for 
doing this, so I'd have a Plain TeX file which would start off with:

\input pgszLetter.tex
\input fontPAD.tex

&c.
