Not quite.

GTK (GIMP Tool Kit) was developed as a way to avoid using the 
commercial Motif toolkit during the development of the GIMP 
(http://www.gimp.org).

KDE, the desktop environment, used QT, which at the time had a non-GPL 
license. The licensing issue led to the development of the Gnome 
desktop environment (http://www.gnome.org). Gnome uses GTK.
