This is meant just as a general observation rather than a
recommendation, but the packages mdwtab (part of mdwtools) and blkarray
both reimplement latex tabulars so that footnotes can be used. blkarray
comes with a stern warning that it is 'in the early stages of
development', but I have nevertheless found it useful and reliable
(despite some obvious bugs). Unfortunately, development of the package
appears to have stalled some years ago.

As has been noted at various times on this list, latex does have some
aggravating limitations, but a wealth of contributed extensions. What is
most promising for the future? To abandon latex (and its extensions), to
rework latex to be more responsive, or something else?
