My almost 90 days old texmf.cnf contains these settings:
TEXPSHEADERS =
.;$TEXMF/{fonts/{enc,map,type1,truetype},dvips,pdftex,tex}//;$TEXMF/
{etex,tex,pdftex,dvips,fonts/type1}//
TEXFONTMAPS =
.;$TEXMF/{fonts/map//,fontname};$TEXMF/{pdftex,dvips}/config;$TEXMF/
{pdftex,dvips}//
Try to comment your old settings and include these. Try afterwards what
kpsewhich finds. If it finds 8r.enc, than everything's OK, if not: a
'sudo texhash' *might* work -- I'm just not sure whether texhash does a
simple recursive ls or it works more complicated based on the settings
in texmf.cnf.
