There's an alternative procedure, which involves writing a short report 
and uploading a .tex file (a minimal example to prepare beforehand) and 
accompanying .log file. That's here

In Q2 of this year I reported several babel issues. In a couple of days 
this resulted in answers from Rainer Schöpf, Frank Mittelbach, Chris 
Rowley, Johannes Braams, all big LaTeX names, all accessible, concise 
and friendly. Very impressive!
