[OS X TeX] Getting 10.1 tcsh behaviour in 10.2, do NOT follow the README

Just a remark: In 10.1, the file /usr/share/init/tcsh/README already 
contained exactly the same nonsense. The difference was that the files 
/etc/csh.* were correct by default in 10.1 and are useless in 10.2.

So in 10.1, the best action for a user was the natural thing, namely to 
ignore the README file and do nothing, except perhaps create their own 
~/Library/init/tcsh/ directory. There was a lot of confusion, too, 
because of advices floating around everywhere about what to put into 
~/.tcshrc, ~/.cshrc, ~/.login and/or files in ~/Library/init/tcsh/.

In 10.2, the user *must* configure their tcsh startup scripts.
You are right, Apple screwed this one up in a big way.
